Howell Donaldson III Ruled Competent Stand Trial in Seminole Heights Killings – The Tampa Bay Times

If Howell Emanuel Donaldson III suffers from mental illness, it is not enough to halt the legal proceedings against him.

Weeks after the serial murder defendant underwent three separate psychological examinations, a judge deemed him competent Thursday to face trial in the Seminole Heights killings.

The question of Donaldson’s mental fitness had been at issue since April, when his attorneys first asked for a doctor to examine him. They questioned his understanding of the four first-degree murder charges and his ability to assist in his own defense.
